RC Spencer Associates Inc. is a corporation resulting from the 1 February 2009 re-organization of the Civil Division of HGS Limited. Thus, this corporate profile also pertains to the expertise and completed projects of the Civil Division over the previous 20 years. RC Spencer Associates Inc. is a Canadian owned, Windsor based, consulting engineering firm. The firm has a staff of over 25 people including 7 licensed engineers and technical support staff. It has branched out to the Municipalities of Leamington and Chatham-Kent to better serve our municipal clients along the north shore of Lake Erie and southwestern Ontario and recently opened an office in Plymouth, Michigan.
Our goal is to serve our client’s needs by providing professional engineering services of unparalleled excellence in a cost effective and timely manner by promoting a corporate culture conducive to a profitable, sustainable consulting practice. The engineering services provided by our firm include transportation planning, traffic impact studies, active transportation design, reports under the Drainage Act (Municipal Drains), urban planning/land development, environmental assessment studies, and design and project management of municipal roads and municipal infrastructure including watermains, sanitary sewerage, storm drainage/storm water management, bridges and bridge rehabilitation.
The firm has a contract administration and inspection services team with an exceptional construction experience background.

Richard is President of RC Spencer Associates Inc. He graduated in 1977 from the University of Windsor with a Masters Degree in Civil Engineering, is a Consulting Engineer and licensed in the Provinces of Ontario and British Columbia and the States of Michigan and Texas. He brings with him over 40 years of experience in engineering design and project management to provide leadership to the Company. RC Spencer Associates Inc. resulted from the 2009 reorganization of the Civil Division of HGS Limited, of which Mr. Spencer was Principal.

Bruce is a senior manager and partner in the firm. Mr. Ropat joined HGS Limited in 1990 as a senior field supervisor and has over 40 years of construction experience in the heavy construction and engineering fields. Mr. Ropat was formerly co-owner in a local heavy construction company and was employed by the City of Windsor as a Construction Inspector.

Stephen joined RC Spencer Associates in 2016. As a graduate of the University of Windsor's Faculty of Engineering, Stephen possesses a Bachelor of Applied Science - Honours Civil Engineering and over twenty-five years of progressive experience in both private sector consulting and public sector government infrastructure and engineering administration. From 2003 to 2014, Stephen was a member of the Senior Management Team at the Corporation of the Municipality of Chatham-Kent, acting as Manager of Infrastructure and Transportation.

Aaron joined RC Spencer Associates Inc. in 2013 and became an Associate in 2020. He graduated in 2017 from the University of Windsor with a Masters Degree in Civil Engineering, is a Professional Traffic Operations Engineer, and is licensed to practice in the Province of Ontario. He is also certified as a Road Safety Professional (Level 1). He is principally relied upon for his technical traffic engineering skillset.

Ahmed joined RC Spencer Associates Inc. in 2006 and became an Associate in 2020. He graduated from St. Clair College with a Civil Engineering Technology degree. Ahmed is responsible for all topographic survey and inspection services. He has been involved in several major infrastructure improvement projects, in planning, design and construction inspection capacities.

Marvel joined RC Spencer Associates Inc. in 2014 as a student from the University of Windsor, and after graduating in 2015, joined the firm full time. Mr. Hormiz has been involved in numerous projects including land development, storm water management, greenhouse development, bridge design, and a heavy emphasis on municipal drainage. Mr. Hormiz’s responsibilities to date have involved design, tender preparation, project management and drainage engineering report preparation.

Shane joined RC Spencer Associates Inc. in 2010 as a student from the University of Windsor, and after graduating in 2013, joined the firm full time. Mr. Lafontaine has been involved in many major infrastructure improvement and stormwater management projects; his responsibilities to date have involved design, public consultation, project management, contract preparation, and payment certification.
